It is anticipated that the Work Programme will produce a step change in welfare to work programme job-outcome performance. The programme has a focus on helping customers achieve sustainable employment and is based on a black box model, allowing contractors to design their own tailored back to work support.
The performance levels required to deliver the Work Programme profitably in London are high. In fact, performance in the capital will have to be at a higher level than that previously achieved through past back to work programmes, such as New Deal for Young People, New Deal 25+ and Pathways to Work
The report provides detailed overviews of each customer group for London, including estimated start volumes by borough and expectations around minimum performance levels.
The black box approach means that Work Programme contractors have been free to design their programme activity to secure the maximum number of sustained jobs within each contract area.
