The 2007-2013 Operational Programme in England informs regional ESF Frameworks, which are produced by regional partnerships and are intended to articulate regional employment and skills issues. Both the Operational Programme and regional Frameworks should underpin the delivery of services on a regional basis by Co-financing Organisations (CFOs). As a CFO, the Department for Work and Pensions (DWP) is required to evaluate its CFO Plans (which detail the approach to delivering ESF support) to assess how, in each region these contributed to the Operational Programme and regional employment and skills priorities. This report addresses this requirement for the first half2 of the seven year programme.

 

Ways into work: views of children and young people on education and employment

It provides the voice of young people in a debate that has previously been dominated by politicians and employers. The report shows that show that strengthening the links between education and employment will be central to tackling youth unemployment.

DWP Personal Independence Payment user-centred design: Strand 1 report

This research report evaluates the process of user-centred design for the new benefit, the Personal Independence Payment (PIP).

 

As PIP is a new benefit, the process of turning policy into delivery provided DWP with a unique opportunity to design the application process from scratch. Alongside the broader programme of consultation, IFF research was, therefore, commissioned to establish a panel of people in order to carry out a programme of user-centred design research.

 

Key findings showed:

  • There is an expectation that claimants will not be treated well by the DWP.
  • There is a commonly-held perception that the outcome of the benefits application process is ‘a lottery’, i.e. strongly subject to an element of chance.
  • Misunderstandings about who DLA is intended to help are commonplace.
  • Current DLA claimants do not see any logic in having to make a new claim for PIP.

 

 

Tourism in London

A report by GLA Economics. The key findings are:

 

Tourism supports 226,000 jobs in London and £6.6 billion of ‘tourism direct GVA’ is attributable to the capital.

 

The US and the countries of the Eurozone account for the majority of visitors but London’s future markets are likely to be more weighted towards the emerging economies.

 

The US remains the largest single market in terms of percentage share of spend in business tourism, holiday tourism and visiting friends and relatives (VFR).
